Handler function for when there is an error in the Real-Time Activity (RTA) service.
The registration functions for this callback, XblRealTimeActivityAddSubscriptionErrorHandler and XblRealTimeActivityRemoveSubscriptionErrorHandler, are deprecated and do nothing. The XBOX services API (XSAPI) handles RTA service errors internally and no longer invokes this callback.
