## 설명

상태 항목은 자신과 이전 상태 항목 또는 펜스 사이에 큐에 등록된 모든 요청에 대한 완료 상태를 받습니다.

상태 항목은 그 앞에 큐에 등록된 모든 요청이 완료된 후에만(즉, 해당 항목에 대해 `IsComplete()`가 true를 반환할 때) 다시 큐에 등록할 수 있습니다.
